Information and Stratigraphy of Information Process

 What is Information? I think that the essence of the Information is the distinction expressed in some way. The idea is discussed being compared with the three-step-model of the representation proposed by Masamura. The stratigraphy of Information process is investigated in the way that transition between two neighboring Information process in the stratigraphy is discussed in detail starting with the informational property of the acti on of the neuron. Finally, fundamental properties of the socio-information process is proposed for the establishment of the socio-information science.

Information Technology and Information Concept

 I arranged a wide diversity of information concepts to the three types which I named "identify approach" "difference approach" and "mapping approach", and explained that the innovation of information technology in modern society enhance the importance of "mapping approach". According to this approach, information is a medium of double transformation which realize the mapping of the (difference between) patterns.

 Information Law, which is a newly developing area of legal studies, goes beyond the boundary of traditionally established field of media law or mass communication law, including freedom of information laws, computer laws or free speech laws in general. As a branch of general Socio-Information Studies, which are characterized by the interdisciplinary methods, Information Law can enjoy the benefits of introducing academicfruits of other fields into its immature body and also finding bases of the "Right to Information", which should be the core idea of the system of Information Law.

The Social Construction of Socio-economic systems and Information Network

We are now at the point where we can ask how it is possible to create a long term vision to build competencies for the 21st century. In answer, we can gain an insight into building up a socioeconomic system by seeing how institutions might be designed in accord with their respective each core competencies. The composing principles of the socioeconomic system for the 21st century will consist of socioeconomic factors such as knowledge and human resources; industry and technology; environment and society. In other words, these are the core competencies of the socio-economic system. These are basic factors which support competitive advantage for industries and are also measurable. The competencies of a socio-economic system as potentials are the ones which are going to determine its future competitiveness at the macro level. The socio-economic system is building on new competencies, whose vectors are going to fall, approximately, into one of three divisions. When these vectors are composed, it will bring innovation to the socioeconomic system.
  1. Knowledge and human resources: developing knowledge and information development systems; production and distribution of knowledge and information.(areas related to information and communication, human development, internationalization, business support and so on).
  2. Industry and technology: physical production activities, creative industrial technology development, "industrial minimum" (areas related to energy, circulation and physical distribution, new production technology and so on ).
  3. Environment and society: providing recycling, welfare, health care and life ervices (areas related to housing, health care and welfare, life culture, the environment and so on).

コミュニケーション「論」のポリティクス
Politics of Communication Theory

 Communication theory has traditionally used metaphors of transport and flow to define its objects or conceived them as social practice of meaning production, circulation, and exchange. What I will try to explicate here is, according to Ien Ang, to rethink the deeply political nature of "transmission paradigm of communication" and "semiotic models of communication". Two paradigms have neglected the straggle, negotiation and complication of communication process between social groups, in short power relations. To develop a critical theorizing of the new world order that may be named "capitalist postmodernity",what should be resisted, I think, is the theoretical closure, to put it another way, to describe the world in terms of closed circuits of "sender", "messages" and "receiver". I would like to propose the articulation theory that Ero Laclau and Stuart Hall have suggested, to under- stand the logic of power relations in capitalist postmodernity as paradoxical place.

社会情報学の現状と課題
The Status and Prospects of Socio-information Studies

 The purpose of this paper is to report the present status and prospects of socio-information studies based on our experience at the Faculty of Social Information Science, Kure University. The research subjects of our faculty are concerned with various kinds of social phenomena including the changes in social systems and also natural environmental systems in the advanced information society.  As causal relations of such social phenomena are complicated, a broad interdisciplinary collaboration among various kinds of sciences, e.g. social science, natural science, and information science is necessary. To proceed with this interdisciplinary collaboration, we have organized a co-research committee which makes plans for symposiums and co-research projects.

Internet Supported Community

 In this paper, I present the concept of Internet Supported Community. Using this concept, I try to explain the types and characteristics of the communities which are supported by electronic networks. The point is that the ideal community is the origin of these real communities. I also try to explain the relationship between Internet and these communities.  To communicate with others, the important thing is not Internet as an infrastructure but BBS or E-mail as an application. In conclusion, I will show the future of Internet Supported Community.

パーソナルコンピュータを用いた幹線道路の交通安全管理システムの提案
Proposition of Personal Computer System for Traffic Safety Management on Arterial Roads

 Road administrators have collected a significantly appropriate information and manage it in order to administer road traffic management. But in many cases, we can not easily use that information.  In this paper a computer system was developed and proposed in order to analyse traffic safety management using the useful information. This system is based on a popular software of excel and composed of parts of managing database, analysing traffic accidents, measuring effects of traffic safety measures, and so on. These procedures are based on a macro function of excel. This proposed system was applied to expressway. An availability of the proposed system has been clarified through this study.

Statistical Analysis of Scandals and Irrationalities Sprawling in the Contemporary Society: Relevance to Socio-Information Studies

 A statistical approach to analyzing universal features in social scandals is presented. The method is based on an extended version of linear regression of statistical data that are rank-ordered appropriately. Specifically three scandals that have come to light during recent years are chosen and analyzed by the method. Through analyses a universal statistical law (logarithmic law) and a hierarchical structure are found in the rank-ordered diagram of the data. Results are discussed in terms of "emergent evolution" of subsystems linked by a self-organized information network.

Aspects of Legislative Informatics

 This article is an attempt to reconstruct the science of legislation and legislative processes from the viewpoint of information, as legislative informatics. The content consists of (1)an analysis of the process by which enacted law is disseminated among citizens, mainly through the system of promulgation through official gazettes and (2)an analysis of the information-gathering behavior of legislative bodies in the law-making process.  The conclusion offers a model of the citizen as legislator ( homo juridicus ), focusing on citizens'participation in the law-making process.

The Internet as a Public Sphere: The Interpenetration of "Virtual Society" and "Real Society"

 This article aims to examine the possibilities of the Internet as a communication medium from a perspective of socio-information studies. Can be the Internet an infrastructure of the public sphere, in which each individual constructs public opinions?  This paper prepares to answer this question by considering theoretical problems that will arise when analyzing the Internet with the help of Habermas' concept of the public sphere. As a result, the Internet must be analyzed not only as a "virtual society", but also as a multiple reality where "virtual" and "real" societies penetrate each other.
